Dear Elver,
Thank you for raising the point.
They both are recognized as two separate Sovereign states as per the United Nation members list - http://www.un.org/en/members/.
This application represents a chapter for republic of Korea (also called South Korea) thus has no ‘multiple chapters covering the same are’ implication.

I have a somewhat strange question here... As far as I am aware, both the Republic of Korea and the Democratic Republic of Korea claim ownership of the entire Korean peninsula. As ISOC does not allow multiple chapters covering the same area, what would be the protocol if a chapter were to form in the DPRK? Should we try and solve this issue pre-emptively right now?

The Proposed Name of The Chapter is
“Internet Society Republic of Korea”
B. Community of Interest the Chapter will to serve
Republic of Korea
C. Purpose and Scope of the Chapter
The purpose of Internet Society Republic of Korea Chapter is to serve the interest of local community while focusing on the issues of local related issues with Internet education, policy, standards and security.
The following would be the scope of the chapter.
• To self-organize Korea Internet community in Republic of Korea
• To support Internet Governance dialogue
• To build partnerships with other ISOC chapters and ISOC community
• To make a regular interactions with Republic of Korea Internet related communities
• To provide a platform in building consensus on multi-stakeholder principle in Republic of Korea
The following would be Outline of key priorities for the first year of Chapter
• To identify key Internet Society Republic of Korea Chapter members
• To host Internet Society Republic of Korea Chapter meetings
• To coordinate national IGF meeting in Korea
• To facilitate communications with ISOC community
• To facilitate engagement with chapter members and strengthening outreach activities
