[Chapter-delegates] Application to form a Chapter in Republic of Korea

Hi Dear Chapter Leaders and All on list,
My point is that as we assume that there is two country with the same
name KOREA, it could be good to include the term that clearly
differentiate the two (SOUTH or NORTH). That will prevent a future
problem of naming when the other side of KOREA will want to create their
ISOC Chapter.
