[Chapter-delegates] Application to form a Chapter in Republic of Korea

In addition to Doctors Jae Chui Sir and Y J Park, I have also worked 
closely with Young-Eum Lee for many years, and with these 3 in 
particular, have worked across a wide variety of issues during this 
time. I have had interactions with others from KISA and SUNY who are 
included on the list also, but not to the same degree as the 3 I mention 
- all are people who I believe represent good values appropriate to 
supporting an ISOC chapter. I attended the APrIGF meeting at SUNY last 
year and can comment there was strong enthusiasm for the rejuvenation of 
this chapter.
