[Chapter-delegates] ISOC NGL and Ambassador Programme

Fully agreed.  The Internet Corps should be fully international.  Candidates should come from all arts of the world. Wizards can be found everywhere.  It is mainly a matter of discovering them, providing training and then assigning to appropriate locations.
