Hello everyone,
Like some of you, I am not a recipient of any ambassadorship/fellowship program but I believe that the activity will serve as a platform of awareness for the future leaders in the field of Internet Governance. The program needs to be evaluated and hopefully be continued so that the next batch of leaders will be guided appropriately to further lead the community into the next generation.

I am not a beneficiary of the Ambassador Programme but I certainly
support that ISOC maintains, if not increases, the resources to be spent
on such meaningful and far-reaching programme. But looking at it from a
different perspective or from the angle to further improve such a
meaningful program, may be it is time to review the whole thing and see
if there are pieces of the public interests of the greater Internet
Community the existing program still fails to serve? It is a fact that
ISOC has so many crucial goals and missions to accomplish in this area
alone that the resources devoted to such development is a pie that all
the beneficiaries must be shared. So I urge the ISOC board and the
management to review the Ambassador Programme if it is allocated with
enough resource and such resource is benefiting the right recipients to
ensure the ISOC's greater missions and goals can be met.
On the note of organizing regional NGFs, I think it is a great idea in
terms of further developing the notion of Internet Governance. If there
is anything ISOC HQ wants to do in the AP Region, I and my team from
ISOC HK will be at your disposal anytime. But we do have to look at the
issue in a more practical way. Skills and knowledge transfer can be
easily documented and done, and funding is important but it is just a
common criteria that can help facilitate the implementation. If we were
to apply what we learned during the chapter workshop last Friday with
identifying the stakeholders with the level of significances, funding is
probably not on the highest of the list. I mean it is high, but not high
enough to make the event materialize. May be to some of you who are from
large and "well-off" countries such as the US, Canada (I myself is a
Canadian by the way) while many of the social needs are satisfied,
developing a successful Internet Governance framework is obvious. But
such need is not always on the top of the list for many governments from
developing and small countries. I don't mean Internet Governance is not
important to these countries, but there are far more social demands that
the governments have to fulfill. But it also shows that these
governments may not realize what good Internet Governance can do for
their countries in the longer run. I want to say Internet Governance is
exactly what we need to convince these governments on why they are so
important and also it is our purpose of the program. How can you expect
to convince all the individual Internet users before you can convince a
government of the importance of Internet Governance.
What we need besides an implementation guide and some seed money on
organizing a NGF event, is actually the influence ISOC HQ can bring
together. "Muscles" from international level of influence in both public
and private sectors to show that if any particular government is not
following suit, they will lose big. Local chapters obviously play
important role on the ground works as well as convincing the local
senior government officials and law makers. In alternative to a NGF for
many of these countries such as the ones in Asia, a Regional GF (RGF)
may be practical.
I am more than happy if ISOC HQ can provide more information on how this
plans will be implemented, so I can provide more positive feedback and
recommendation on how to make it work in the AP Region.
