[Chapter-delegates] Test results from the openinternet project

I ran these tests from Erode, India, connecting to the Internet by an
android phone through a certain ISP. The results are not OK. I am trying
to understand what "not OK" implies. I am not a Bittorrent user, so I
wouldn't know if it is working. But I am on skype, and skype seems to be
working, though the result says "not ok".
What is it that I, as an average Internet user, do not understand here
about ISPs ?
