I have heard this story about Fadi. Is there any conclusive evidence,
aside from that that Fadi believes "ICANN does not do users?".
I am asking because if this is the case, I will need to remind him of
the ICANN Bylaws and copy his boss, Steve Crocker. But I'd rather have
conclusive evidence before sending Fadi Chehadé such a reminder.

The view that ICANN is an industry body has been (wrongly) purported by
both Contracted parties and ICANN naysayers. The fact is that this view
is wrong. Repeating this wrong point of view amounts to attempts at
brainwashing end users that they should steer clear of being involved in
ICANN. Quite the contrary - we have a strong community that will fight
these assertions and that is working hard to reverse this thread of
misinformation.

Christian - irrespective of whether more Internet users should become
domain registrants, I refer you to Article XI of the ICANN bylaws,
Section 2.4.a
The fact that an end user is a domain registrant or not does not come in
the picture.
