Subject: [Chapter-delegates] Necessary and Proportionate

Hello everyone,

For those who are not aware, I wish to draw your attention to the EFF-led website that asserts a set of boundaries for electronic surveillance. Given that such surveillance will happen, the move is an attempt to assert "International Principles on the Application of Human Rights to Communications Surveillance" through a project called "Necessary and Proportionate Principles". The project is housed at the website "necessaryandproportionate.org<http://necessaryandproportionate.org>", and available in multiple languages.

The website enables both individuals and organizations to give their support and endorsement of the principles. I note that amongst the list of organizational signatorie<https://en.necessaryandproportionate.org/signatories>s are Internet Society chapters from Canada, Congo, Ecuador, Germany, Palestine, Philippines, Serbia/Belgrade, Trinidad & Tobago, as well as the ISOC Board of Trustees.

Whether or not your chapter decides to sign on, I encourage you to have a look at the site, and evaluate the principles<https://en.necessaryandproportionate.org/TEXT> and human rights that the effort is trying to promote. I believe this to be a useful effort and worthy of greater attention.
