Yes the context is global. It is a world wide action with global
focus. The civil society organizations lead “Necessary and
Proportionate” initiative https://en.necessaryandproportionate.org/,
is not only about opposition to mass and intrusive surveillance
programs operated by US intelligence agencies. It is not a call to
action by US citizens to call/email Congress and urge reform of
intelligence services.

We have the same in Europe. The European Parliament is working on a
resolution on mass surveillance. Draft report from the work of Civil
Liberties Committee is in the middle of the page
http://www.europarl.europa.eu/RegistreWeb/search/simple.htm?reference=LIBE/7/13778
(above working documents co-authored by the rapporteur and the
shadows-rapporteurs, bellow more as 500 amendments)

The current draft of the resolution will be first amended and
confirmed by the Committee at 13 February and submitted as a draft
resolution to the plenary at 11 March. We have a chance that the EU
will set world standards in personal data protection and will start
setting the rules on purpose and scale of surveillance and its place
in a democratic society. We in Europe have the same possibility to
call our representatives.

A key appeal on giving protection by the EU to Snowden is proposed as
an amendment. As it was with ACTA, without strong public pressure big
political groups with prime ministers and ministers in member states
governments and commissioners in the European Commission are not going
to annoy the US government and powerful business interests.

More active role of ISOC HQ and chapters would be highly welcomed.
Mass mobilization – not only one day, but a month long – is
indispensable for success. In Poland Panoptykon Foundation is keeping
pressure on government by asking 100 Questions on the NSA Spying. Here
is a summary of the campaign something you might be inspire to
replicate in your country:

Best regards
