[Chapter-delegates] UK Government switch to Open Source Software

And while they're at it, the UK Government might consider strengthening 
its accessibility criteria in public procurement in line with Section 
508 in USA. This is to assist people with disability use IT equipment in 
the workplace and to raise the level of accessible products overall.
