The following application for Internet Society India Trivandrum Chapter has been received. It is being sent to this list for peer comment and review. If there are people on this list that know the individuals proposing to establish the chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is 15 December, 2014.

Chapter Application
A. Proposed name of the Chapter
The Proposed Name of The Chapter is "Internet Society Trivandrum"
B. Community of Interest the Chapter will to serve
ISOC Trivandrum will cover the geographic territory of the city of Trivandrum and its adjoining areas within the State of Kerala in southern India. However, membership in ISOC Trivandrum will be open to members from other parts of Kerala as well.
C. Purpose and Scope of the Chapter
ISOC Trivandrum chapter will enable a cross-section of communities including end-users, students, NGOs, technical & research institutions, Government and the Industry, organized through the multi-stakeholder model, to participate in the governance of the Internet and in related areas, through several activities such as providing background information; linking members with global organizations and processes; getting resource persons to provide guidance; and taking up projects of relevance to local communities in the realm of Internet Governance. A chapter of ISOC is the best vehicle available for achieving these set of objectives.
D. Outline of the key priorities for the first year of Chapter
The activities of the first year of ISOC Trivandrum will include, but not be limited to, the following:
* Three Background seminars on Internet Governance and current IG issues at Trivandrum as well as in other parts of Kerala
* Creation on member mailing list for communications
* Monthly newsletter providing information on IG issues and forthcoming international and regional IG events (from the third month after formation)
* Training on on remote participation in events to user groups
* Proposing two projects that can be taken up locally
* Providing one training/webinar to ISOC Trivandrum leaders for conduct of chapter activities
* Ensuring participation of members directly or by remote participation in at least three IG events(such as ISOC meetings; IGF & regional IGFs; ICANN meetings; other local/national IG events)

F. Membership
ISOC Trivandrum has been created by a leadership group that has prior experience in creating technical organization spanning multiple user constituencies, including IEEE and the Computer Society of India. IEEE Kerala Section has close to 5,000 members of which youth & students form a majority. Since all of these constituencies are users of the Internet, and since Kerala is highly literate and has a history of engaging with global processes, we expect that ISOC Trivandrum will be able to attract a stream of users in a steady manner.
The primary means of engaging with members and would-be members will be email-based communications (including newsletters). Periodic face-to-face meetings and online meetings will supplement email-based communications.
