[Chapter-delegates] A chapter consortium for a UNESCO Internet governance project?

They are calling for a provider to summarize existing proposals of principles for Internet governance.
This may not be an activity ISOC should take up as a contestant (though why not? details please!)
But could a project like this be something a consortium of chapters undertakes?
At the very least it seems well worth distributing among our members.
