I waited till the polls closed to reply.

No vote from a chapter may mean:

1. the chapter is inactive
2 .the chapter found all three candidates equally attractive and could 
not make a selection
3. none of the candidates deserved a vote
4. the chapter has not interest (or confidence) in the board election.

Let me focus on 3 and 4.

3 implies the nominations process is ineffective - i.e., we did not come 
up with candidates which a chapter supported.

4 implies that some chapters think it does not matter who is on the 
board. As Alejandro said, maybe they "vaporize away" after the election.
