 I can just said that it's a simple mean to support someone's ideas. As to say : I'm sustaining sylvain BAYA's idea, proposals or argumentation about this subject... 
 In other way, you can type "+1" to empowering an argumentation, an idea or a proposal. On this list, we are not using it just when we are in a voting process.
 The other delegates can say more, but that's all I can say about. Hopping to help you.
