[Chapter-delegates] Follow-up: Serious considerations to dissolve the Cambodia ISOC Chapter

This is quite strange, indeed - thanks for picking it, Klaus.
It probably might be illegal in different jurisdictions, and in some - 
people may go to jail for listening to a US-based non-profit dictate 
changes in their by-laws.

Yet, Norbert, could you elaborate a little bit how the folks in Cambodia 
came to this text?
