[Chapter-delegates] Fight Against E-Mail Spam! < which looks MORE like spam

I have to admit it had me shaking my head too.

Not so much for the spammy aspects, but just for the general impression
that ISOC is hard up and needs to pass the tin cup to help forward policy
advocacy.
