[Chapter-delegates] Creation of a Chapter Advisory Committee Drafting Task Force

Hello everybody,

thank you all who stepped forward and volunteered,
I am still busy in merging all the names and lists and putting everybody on a common list, select and setup an interim workspace and get all ready to start working.
Please be a little patient with us - as usual there are many things going on in parallel and this week it is still IGF-time.
But be sure, nothing is lost and work can begin shortly.
