[Chapter-delegates] Let's make sure everything moves us forward

Funding is an important challenge. None is in place and UK Government
does not reimburse expenses nor pay fees. Despite this we have covered
both the preparatory meetings in the UK as well as the main
international events thanks to personal contributions or sharing "hats".
