[Chapter-delegates] Let's make sure everything moves us forward

I am sure, that in lot of messages there are very diplomatic
expressions, and sometimes it makes a problem for clear understanding
of real situation.

All internal battles are based on different definitions. From formal
point, could somebody describe the formal meaning of term "Chapter"?
Chapter members have to be first of all members of US based NGO ISOC.
Sometimes we write ISOC -Global, or ISOC HQ. But if Chapter Members
are mambers of one organization, how they can act as a separate,
independent legal entity in their countries?

I am sure, that ISOC Chapters are able to have much more influence in
the ITU, if Chapter members will be involved in national delegation.
Can say more - If national delegation reflects ISOC Chapter (or in
general) ISOC position, this national delegation will more powerful,
than any Sector Member, for example - ISOC.

Yes, but on the preparatory stage, on conferences Sector Members do
not have any  permissions even to ask a question, I do not speak about
any presentation or declaration.

 The U.S. set the precedent by bringing 104 people on

This precedent is excellent, and ISOC in general will be more
powerful, if in delegations of other countries we shall  see ISOC
Cahpter representatives.

Absolutely correct, necessary to initiate a strategy, how to involve
ISOC Chapter members (or, for me it is hard to understand, Chapter
members, because it is the same) in thier national delegations.
