[Chapter-delegates] Chapter Advisory Council - creation of an Interim Steering Committee

Count me in as well, another member from New York.

Some of us have been talking about doing similar in the U.S., to have a
chapters group aimed at U.S. policy issues that ISOC is choosing not to
address. Since that's aimed at a different purpose - not internal ISOC - I
would think the efforts are complementary.
