[Chapter-delegates] Creation of a Chapter Advisory Committee Drafting Task Force

I think we need a more conclusive team composed from all sides and corners.
ISOC policy needs to be flexible as well as  needs to address all issues
including the voices of the new and coming chapters.....

We need a conclusive team...............
