[Chapter-delegates] Creation of a Chapter Advisory Committee Drafting Task Force

Dear Chapter Leaders

As Chapter representatives on the Bylaws Revision Committee that worked to provide for a Chapter Advisory Committee, we would like to issue a formal call to create a Task Force to draft a proposal for a CAC to present to the Board of Trustees for approval.  The revised Bylaws require that there be a petition from the Chapters to institute the CAC, as was the case with the Organizational Advisory Council.

The purposes of the CAC, among others, would be to represent the interests of the Chapters and to provide an institutional structure for the future growth of the role of the Chapters in the life of the Internet Society.  The Council would also be the body of peers to which issues concerning Chapters could be directed. 

The Task Force will need to be small enough to work well, but broad enough and operated in a transparent fashion to ensure that a workable, effective, democratic, and representative Council will be the end result of our efforts.

Our belief is that the Task Force must be Chapter-leader driven, but at the same time we will need to work with staff to insure that funding and other necessary support will be forthcoming. Joyce Dogniez has volunteered to coordinate with the Task Force in providing logistics. Ted Mooney and other members of staff dedicated to Chapter support have indicated they welcome the creation of the Council.

Our call is for volunteers willing to work as part of the Task Force and are able and ready to spend enough of their time and energy over the next four to five months to create a solid proposal for a Chapter Advisory Council.  Our goal should be to have the proposal ready for consideration at the Board Meeting in April 2014.
