Chapter and has been the source of much grumbling on the mailing list
for months on end, even years.

I remember sending a proposal to Frederick and not getting a reply.
There used to be a nice guy on the staff who always replied and was
there for us, but he just left ISOC. Although I'm pretty sure he was
fired or forced out for standing up for the interests of Chapters.

I do not disagree with this point in the slightest, but I kinda think
it's a one-way street right now.

Check. Probably much greater than any average across Chapters.

Membership growth is not a priority for us. Anyone who wants to
participate is welcome to do so, with or without becoming a member.

Incredibly difficult due to lack of resources.
