I've interviewed a few who were involved and I do not believe the result
can be described as a consensus, not even a rough let alone a grand
consensus. It started well but dwindled to hardly any support at all.
But actually all that is not even relevant to what we need to get straight.

This debate incidentally is not about "minimum" performance standards
for chapters nor is it about funding. It is about the direction of
travel of ISOC in relation to our shared global and local
responsibilities and activities.

The more this issue is dismissed as something to do with "chapter
performance" rather than the bigger picture the more the
misunderstandings will drive the agenda and progress will continue to
stall.  I repeat my earlier call to Bob for Trustees to engage directly
and for ISOC to allow chapters the time and space we need to peer via
the Advisory Council and to do as the new bylaws empowers which is to
advise.
