Assignment of resources implies "stateful" protocols, which is generally discouraged within the Internet (it is allowed, of course, for application protocols). RSVP, MIP, IPSEC, RHOC, etc. not withstanding ;p.

What you are describing sounds like a connect-oriented service at the IP layer. Definitely discouraged.

Perhaps I misunderstand your suggestions. I'm not sure what you mean exactly by :
