[Chapter-delegates] Questions needed for Columbia U. Webinar on governance

Well it's my birthday so how about these off the top?
To what extent are the assumptions in Internet governance due to :-
a/ artefacts of technology implementation?
b/ emergent from jurisdictional overlaps?
c/ backwash from regulatory business model and incumbency expectations?
d/ ignorance?
What prevents standardisation of protocols that support unmediated
assignment of unique Internet resources to users?
Would turning assignment of resources protocols into code rather than
continuing the current manual and intermediary based methodologies for
DNS, IP, AS, Port assignment help redefine Internet governance to
diminish the current noise from inter organisational and uni/ multi
lateral rivalry issues?
