I believe this has been understood in the meantime and would interpret
the various calls to attention addressed to the Trustees elected by
Chapters not as a plea for preferential treatment for their electorate
but rather as an attempt to invoke their, allegedly more initimate,
knowledge of the peculiar situation and background of Chapters.

Independent of the recent exchange that I agree went overboard, and
with reference to what we used to call "netiquette" in the good old days,
please allow some comments on this: first, I might be overly sensitive
to the appropriate use of terms of art, but being educated about "elist"
use strikes me as odd. Second, a date and an author/body would be more
appropriate than "is adopted by all who post to the email lists of the
Internet Society". Third, items 13 and 14 affect readers and not
contributors, but more importantly, are effectively rendered void by
the public accessibility of the list archive at
<https://elists.isoc.org/pipermail/chapter-delegates/>, potentially
giving a false sense of confidentiality.
