Grigori,

This is among the reasons I have supported both in the by-laws and in
execution, a Chapter Advisory group.  But do keep in mind that as was
stated by the past Chairperson of the Board of Trustees, today, by charter
and by structure ISOC is governed by the Trustees who delegate operational
duties to staff and receive input from Members, the IETF and Chapters.
ISOC from its very beginning has been consultative and collaborative when
developing and implementing mission goals & strategy but not bottom up.
