Dear Faisal,
Situation looks very hard, may be it is possible to suggest a strategy
to your government - "Internet governance principles". You can find our
version on

Translation on English is poor, but you can find some ideas.
A week ago our government have started public discussion on this
document, document is distributed by our ministry of communications. We
expect, that at the end of this year government will accept this
document (of course, with corrections).
