Dear Members,

We are very happy to share with you the first newsletter of the Internet 
Technical Advisory Committee (ITAC) to the OECD. Please do not hesitate 
to share broadly through your networks.

ITAC was created in 2009 following the OECD Seoul Ministerial, with the 
objective to provide Internet technical and policy expertise to the work 
of the OECD on Internet-related issues. ISOC coordinates this group 
which currently counts 27 members 
<http://www.internetac.org/?page_id=632> active in domains such as open 
Internet/Web standards development, interconnection, IP addressing, 
security or privacy.

We hope that this bi-annual publication will contribute to 
providing concrete illustrations and practices of the evolving 
multistakeholder model of Internet policy development, and 
create opportunities for new partnerships.

The Internet Technical Advisory Committee (ITAC) to the OECD brings 
together the counsel and  expertise of technically focused 
organizations, in a decentralized and networked approach to policy 
formulation for the Internet economy.

The main purpose of ITAC is to contribute constructively to 
Internet-related policies developed in the OECD. It mostly contributes 
to the work of the OECD Committee on Information, Communications and 
Computer Policy (ICCP) and its specific working parties such as the 
Working Party on Communications and Infrastructure Services Policy 
(CISP), the Working Party on the Information Economy (WPIE) and the 
Working Party on Information Security and Privacy (WPISP)

Internet Exchange Points (IXPs) have recently gained increased interest 
in Internet Governance discussions, as well as among governments. IXPs 
have played an important role in the development of the Internet, and 
especially in driving down connectivity costs, increasing resilience of

    7. The Economic Benefits of IPv6 Implementation

Since 2008, IPv6 deployment has gathered pace, stimulated recently by 
World IPv6 Launch, an industry-wide collaborative activity organized by 
the Internet Society. This activity has helped to encourage IPv6 
deployment at large Internet content providers, service providers and
