[Chapter-delegates] Why nothing in Nicaragua?

Hi, Elver, all

From the Latin America and Caribbean regional bureau we are in constant contact with the Nicaraguan Internet community. Indeed, there is a group of people that has been interested in forming a Chapter there, but so far they have not organized themselves enough to present an application yet. 
We will continue to support this effort, as Nicaragua is in a very dire situation with respect to Internet penetration: they are the less connected country in the continental Americas, just slightly better than Haiti in the Caribbean.
