Hi Edwin,
I fully agree with you - why Skype or Google have to pay?
But if you ask somebody from Russian ministry of communications, they
will tell you, that Google and Skype are collecting money ON RUSSIAN
TERRITORY FROM RUSSIAN USERS. So, Skype and Google have to pay - at
least taxes or license fees.
Beeline and Megafon are supporting this initiative - just try to read
Google translation on of Russian source:

There is no information about Tele2 position.
I agree, this is a huge challenge, and such know-how has real chances
to be adopted by lot of other countries.
