The following application for a Chapter in Turkey has been received. It is being sent to this list for peer comment and review.
Please note that the Chapter is not yet formed and has not officially been recognised by ISOC.
If there are people on this list that know the individuals proposing to establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is June 6, 2013.

A. Proposed name of the Chapter
 
Internet Society Turkey Chapter.
 
B. Community of Interest
 
Chapter will serve the community within the Republic of Turkey.
 
C. Purpose and scope of ISOC Turkey Chapter
 
Primary focus of ISOC Turkey Chapter is to raise awareness on principles and goals of ISOC in our community and to work on Internet issues locally such as access, openness, education, security, and governance.
 
Bringing together Internet professionals from academic, scientific, governmental, public and private sectors in Turkey, ISOC Turkey Chapter aims to unite those professionals in efforts to promote the evolution of Internet and its positive usage within the country. Leveraging social and professional networking and personal relationships along with the local media (online or pressed), supporting the continuation of local/national conferences, workshops and seminars organised traditionally for the development of Internet in Turkey since 1995; our Chapter will also act as a centralized driving force in our country for exploration of new Internet applications and its innovation.
 
Having a Chapter of ISOC in Turkey inline with the missions of ISOC will create the capacity to address the problems limiting the development and expansion of Internet in Turkey and will help towards fostering collaboration among relevant organizations in the country in their operations towards these issues.
 
Turkey being a natural bridge between east and west geographically, located in a region with diverse cultures, with its members from telecom operators (incumbent and private), public authorities (including regulatory bodies), other Internet professionals from ISPs, academic and research institutions as a not-for-profit and neutral platform, ISOC Turkey Chapter is naturally going to play an important role for the solutions of local, regional and global Internet issues.
 
Taking the Turkey’s current demography into account, our chapter will be fostering the efforts in Turkey on furnishing the youth with skills of benefitting from the Internet. This activity will be taken under two main branches such as the dissemination and facilitation. Dissemination part will have the young generation as a natural target and will include training sessions and all other publicity activities. The facilitation part will generally be a lobbying activity among policy makers and decision takers to enable use of Internet for young generation under much more easier conditions such as cost and common availability.

ISOC Turkey Chapter’s main objectives and activities are listed below:

·To promote access to information for everyone. The Chapter will focus on promoting the positive usage of Internet and its applications in all parts of the society, especially in health, science, culture, e-government, e-business, e-commerce, education, media and entertainment;
 
·To support development of local content and technological development of Internet;
 
·To facilitate development of legal measures supporting of Internet advancement, especially protecting information and its free flow within the Internet;
 
·To work on topics such as net neutrality, copyright, intellectual property, privacy, data protection and other areas that involve Internet and digital citizens rights;
 
·To organize and run symposia, conferences, exhibitions, shows, festivals, auctions and other events including those international by nature, to any of the objectives of the Chapter;
 
·To promote multi-stakeholder model of Internet, fostering the multi-stakeholder representation within the Chapter
 
·To promote a collaborative platform between all Internet related and interested organizations in the country (private, public, commercial, academic, non-governmental)
 
·To provide Internet and network security education and guidance to the community including schools, kids and the society promoting safe usage of Internet and to help keeping it a safe place to be in for everyone;
 
·To coordinate efforts with ISOC and other global organizations to bring experts of new technologies to raise awareness and provide education within Turkey where necessary (such as IPv6, DNS, Routing and Security)
 
·To help and contribute to ISOC’s local, regional and global activities;
 
·To identify opportunities for collaboration with other ISOC chapters, members, regional and global Internet community;
 
 
D. Key priorities for the first year of ISOC Turkey Chapter
 
Key priorities for the first year of ISOC Turkey Chapter are listed below.
 
·Completion of the creation of the ISOC Turkey Chapter formally with by-laws document published, registration with the Turkish authorities completed, performing a General Assembly and Board elections and formal recognition from ISOC received;
 
·Awareness campaigns towards the creation of the Chapter (announcements on mailing lists, creating a web presence, and delivering presentations), about ISOC and global Internet Governance concepts and issues;
 
·Pro-active recruitment of new members while improving the participation of the current members
 
·Contribution and support of local events and promotion of the chapter through those (such as INET-TR (Conference on Internet in Turkey), AKADEMİK BİLİŞİM KONFERANSI (Conference on Academical Informatics in Turkey), Internet Haftasi (Internet Fiesta).
 
·Planning of documentation production towards education and awareness of developments and the state of Internet in Turkey over time

G. Membership
 
In line with ISOC strategic priority to develop “Next Generation of Leaders” in Turkey, quite a number of young professionals have been included as founding members of ISOC Turkey Chapter. Some of the founding members are also participated to the ISOC Next General Internet Leaders Program in the previous years.
 
Communication between ISOC Turkey Chapter members will be carried out mainly via an e-mail list. isoc-uye at isoc.inetd.org.tr e-mail list has already been formed and is currently active. Other than this, face-to-face meetings will be called out during major local events to bring the members together as much as possible. And the ISOC Turkey Chapter webpage to be launched will include up-to-date information on ISOC Turkey Chapter activities and the membership process.
 
Pro-active recruitment of new members and partnering organizations will be carried out through an awareness campaign which is already set in the first year priorities in this document.  Local events such as INET-TR and AKADEMİK BİLİŞİM conferences will be utilized to form a regular pool for recruitment as well as promotion of the goals and activities ISOC Turkey Chapter.
 
H. List of requirements
 
Under Turkish law, NGOs can either be formed as foundations or associations and there is no other category of a non-profit organization recognized by the law. Accordingly, the Internet Society chapter in Turkey has to be formed as an association. The chapter will be first formed as a national association and then collaboration with the Internet Society will be officially established. The statute of the chapter will be drafted in compliance with both the provisions of the Turkish Law of Associations and the by-laws and guidelines of the Internet Society. As names of national associations are required by law to be in Turkish, the chapter will be established under the name of “Türkiye Internet Toplumu Derneği” (Internet Society Association of Turkey in English). Although the national association formation process is relatively simple, some extra time will be needed to receive the permission of the Ministry of Interior, which is required in order to use the word “Turkey” in the name of the association under Art. 28 of the law.
 
After the association acquires legal entity under Turkish law as a national association, the next step is to apply for the permission of the Ministry of Interior for collaborating with Internet Society, which would be subject to the procedure provided by Art. 5 of the law, which states that collaboration with foreign associations is subject to the permission granted by the Ministry of Interior upon receiving the opinion of the Ministry of Foreign Affairs. In order to make this application at the time, an official document from the Internet Society explicitly declaring the intention to collaborate with “Türkiye Internet Toplumu Derneği” and the sphere of activities of collaboration will be required. Permission of the ministry is crucial for even the simplest forms of collaborations (such as using the logo), as collaborations conducted without the permission of the Ministry of Interior is punishable by a fine of 1000 TL (around 500 Euros) and might lead to the closure of the national association under Art. 32 of the law. It should also be noted that all kinds of financial aid and grants that might be given by the Internet Society to the chapter in the future would be subject to prior notification to the Ministry of Interior with bank details.
