Dear Ricardo and others...

Very briefly, i think we have to strive to mantain telecommunications
and Internet as separate issues. Of course there are some (growing)
intersection but, while Telecomm represents in some way the traditional
way to negotiate agreements and charging methods, and deliver standards
(basically between governments, agencies, and telcos), Internet
represents a totally new reality, with wide participation of all
interested parties, multistakeholderism, cooperation, openess and a very
different way to create and implement (in a voluntary basis) open
standards (IETF).
So, in my opinion, we have to defend this very valuable (but also
disrupting) new phenomenon, them have very strong implications not just
in technology but mainly in economic model and in the society as a whole.
ISOC and chapters could be the very best way to spread this commitment
and awareness in a global scale. Could be the focal point for evolving
this discussion, for dissipating bad understandings, for fight for
neutrality and for keeping the Internet free from strongholds of any kind.
Best
