Rudi,
there has been far more active discussion in previous years, with at least three rounds of discussion in the candidates forum.
We have always been wary of "campaigning", for reasons that go deep in history, using the Chapters list. The one that I see as fair is that some candidates are not chapter delegates.
You certainly could make sure that all candidates for the Chapters election answer all questions in the candidates forum, in particular the one question about chapters there. You can commpel the candidates to comment on the other candidates' statements, to elaborate further on their positions; you can collect questions here in the chapters list (ditto for the orgs but that's not strictly our business here); and many other things within the rules and within the Elections Committee and your personal reach. What we don't want is an election result we can't explain or that we can only explain by a block vote in favor of someone who is not even known and refuses to engage, as has happened. Lots of fixes are available for you immediately. At least make the candidates appear interested!
Setting up an open discussion at this stage may indeed be difficult, it is not in the rules with which you called the election, etc. and also problematic.
But nothing will be as problematic as a questioned election.

if I remember correctly, candidates have been responding to questions in previous elections. Don't remember if it was on a web site, but do remember engaging in such discussions on my own, when elected to the BoT some years ago.

I have asked Rudi about two weeks ago to promote and facilitate the debate among and with the candidates.
Rudi Vansnick, I am now asking this publicly. This is a failure of the Elections Committee that hurts ISOC. To compound the damage, some chapters may have already voted, so now if you open the debate not all voters will be treated equally.
I understand well that you may have set up a system that requires special passwords for the candidates and that restricts posting answers to the questions in the election site to them. A forum mechanism should be in place for questions from the voters. You may decide to at least filter them through a members or even chapter delegates password, and you may need to moderate that forum eliminating participations that are out of order (remove spam, for example, as in any forum).
But whatever is done needs to be done ASAP.

I was trying to post some questions to the chapter candidates, but it
turned out I cannot do that.
I guess I am not the only one, as there are not other questions but the
six on the right side at this page:
