[Chapter-delegates] Invitation to vote in the 2013 ISOC BoT Chapter election

Alejandro - While I don't know what Rudi and the committee can do this
year, this seems like a very, very good idea for future elections. It
sounds to me much like a threaded web discussion forum that could allow
for a level of 2-way interaction which does not exist today. And perhaps a
web forum for Chapters and Organizations would be good more generally --
since there are natural limits to how effective and in-depth email
discussion lists can be.
