[Chapter-delegates] ISOC Bylaws Working Group (BLWG)

Veni,
if Chapters are independent, legal (or not), why Chapter members at
first, as a per-condition, have  to register themselves (or with local
Chapter management assistance) on ISOC Global IMS as a member ?
