[Chapter-delegates] ISOC Bylaws Working Group (BLWG)

This is not what was agreed, nor what is going to happen.

There are a number of pieces of work on the bylaws which all come together
as a whole.

The next version of the bylaws are being drafted, then:
- go for legal review
- circulation for comment (repeat with step above)
- board aproval

There is *no* intention to make Chapters (which have no standing today
under the bylaws!!!!) controlled under an ad hoc process run solely by
staff.

I, for one, wouldn't agree to it.

We have been working steadily towards getting the basic recognition of
chapters into the bylaws for TWO years. It has not been derailed.
