Sorry for the late reply.

Personal views:

1 - is there a word missing here:
"Intellectual Property and the Rule of Law: Intellectual property [
protection/development  ] should be based on principles such as due
process, equality of rights, fairness, transparency, the right to be
heard and legal certainty."

2 - intellectual property laws are man-made in the sense that the
boundaries of the law are dictated by men which is why copyright
protection can be extended to 70 years at the flip of a switch. The
same extends to the discussion on the development of 'digital rights'.
Therefore multi-stakeholder discussion and not merely rights holder
discussion should be implemented

3 - in some (but not all instances) intellectual property rights
developments in general affect Internet use - for instance
interoperability and technologies concerning devices.
