[Chapter-delegates] Day-to-day funding

No, I am not saying it; but then, ISOC is a non-profit, which was 
created in order to be the home of the IETF; later it educated the 
Internet pioneers in many countries. And chapters were created. To be a 
chapter, usually is a pain, but we do our job - as much as we can, which 
is actually *not *to be a chapter, but to be the leader in making sure 
the Internet is free and open, and the state does not interfere in it. 
At least, that's in Bulgaria. Plus many other things, like adapting 
Creative Commons in Bulgarian, etc.
I think it is fair to say that ISOC supports the multistakeholder model, 
but sometimes it is not happy with the way the chapters behave;-)
But, one important item - all the people we as a chapter have worked 
with at ISOC, are awesome.
