[Chapter-delegates] Update on By-Laws revision

Else - we are a legal entity in Bulgaria, registered as "Internet 
Society - Bulgaria", not as "Internet Society - Bulgaria, an official 
chapter of the Internet Society". And in fact, I think the first 2-3 
years since the court registration, we were not a chapter.
