Some groups have had success after applying for aid grants to build out
networks, that then have oversight from external agencies and
international publicity for good outcomes. These agencies might require
oversight committees and programs to reach schools etc.

Others also have had success with arguments around nation building
programs that create wealth in ICT projects. Working within to change - as
far as your conscience allows of course.

All requiring time and patience...
