[Chapter-delegates] Internet-access without government taxes

Dear list,

  I like reading this list and see the interesting things Google and 
other people do with regard to spread the internet.

  But what is a good approach if your government doesn't want it to 
happen and does things like asking heavy taxes in the order of 50'000US$ 
per year for a 1Mbps satellite uplink?

  Furthermore suppose that some people who raised their voices in the 
past with regard to other subjects either disappeared or are still in 
jail waiting for a trial?

  Is there any chapter that approached such a government with success 
and convinced them of the positive sides of internet? What could be some 
good steps to do so?

Just asking what one could do if one would hypothetically live in such a 
state ;)
