[Chapter-delegates] More support for chapters

Hi Charles,

if you want to do so, you are really welcome, but it is not urgent nor
critical now.

The idea was to collect input from chapters about what kind of actions
we think would help us to free chapter leadership resources so to focus
on ISOC mission and not in chapter admin chores.

Most of us are in a deadlock: we cannot ask for fees or sponsorships for
the chapter if we cannot have a bigger presence in the media and impact
on our community. And we cannot have this impact if the leadership team
and the few that cooperate have to focus on chapter admin instead of
main goals.

We already got some inputs (Iif you want, do feel free to add yours in a
column, and mew add lines if needed too) so we can start talking to HQ
team on how to move that topic forward.
