[Chapter-delegates] Application to form a Chapter in Paraguay

Dear Colleagues,

The following application for a Chapter in Paraguay has been received. It is being sent to this list for peer comment and review.
Please note that the Chapter is not yet formed and has not officially been recognised by the Internet Society.
If there are people on this list that know the individuals proposing to establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is 27 July 2013.

C. Purpose and scope of Chapter

1. Provide practical tools: advising groups currently working in culture, internet, education, government and its benefits.
2. Spread the topics being discussed at ISOC. Discuss and build community-PY ISOC.
3. Strengthen communities already working in the digital rights online activities: discussions about intellectual property law, privacy, personal data, ipv6, net neutrality, internet governance etc.

D. Outline of key priorities for the first year of Chapter

1. Web/Communications and press

- Update the webpage www.isoc.org.py with posts about activities, internet news and related issues
- Identify sectors in Paraguay to maintain a working group and networking space about internet activities in the country, as well as connecting with Internet Society efforts in global level.
- Elaborate a strategic communication plan.
- Create a contact database to allow better distribution of information and qualitative discussions in specific topics among the community, as well as managing overall tasks related to the project.

	1) WEB/communications and multi/social media press;
	2) Structuring the working groups;
	3) Speeches/lectures to disseminate ISOC Paraguay Chapter;
	4) Identify associated groups/sectors.

2. Capacity Building about ISOC mission and activities in Paraguay. Roundtable discussions.

- To contribute with the initial stages of implementation of ISOC Paraguay Chapter with activities of capacity building in short-term projects.
- To identify associated sectors.
- To offer training, capacity building and foster discussions on projects related to ISOC and citizenship in general.

	1) Up to 150 participants trained in the first year (progressively growing numbers for the next years, including rural areas)
	2) Attending FLISOL Paraguay (standing for the Latin American Open Source Forum)
	3) Attending the International Open Source Forum

3. Raise awareness through multimedia format to disseminate in social media.

- Disseminate the importance of Global Internet focusing on Paraguay perspectives

	1) Writing the script
	2) Identify speakers and team for interviews
	3) Recording
	4) Publishing and dissemination

4. Leveraging organizational structure of ISOC Paraguay Chapter

- Establishing of a physical structure for the ISOC Paraguay Chapter
- Working with other organizations related to internet in the country or abroad

	1) Rent a commercial room/office room
	2) Celebrate agreements with associated organizations

To communicate with members and new members will use a web platform, seminars, courses, workshops to train. The information is in the STATUTE. The ISOC Paraguay Chapter is composed of a group leader (Public Leader) President Nicolas Caballero, Vice President: Maricarmen Sequera, Secretary: Natalia Enciso.Then the Board and General Assembly.

2) Minutes of Incorporation of the Company.
3) Fees for registration 400 USS (dollars)
4) To open a bank account on behalf of ISOC Paraguay Chapter 750 USS needed (dollars)

I. Additional information

Paraguay is a country with 6 million inhabitants. There is a digital divide as only 15% have internet. The ISOC Paraguay Chapter can be a community working on these issues in addition to the approaches already the Internet Society.
