[Chapter-delegates] Application to form an ISOC Chapter in Canada (Central)

Dear Sabrina--

I meet with the founders of this chapter almost weekly as part of Paul
Brigner's North American Chapters video conference. I'm impressed by their
technical savvy, alignment with ISOC's core values, and willingness to give
of their time for the "good of the corps". I enthusiastically endorse
approval of their application for chapter formation.
