[Chapter-delegates] ISOC England Chapter Statement regarding direct.uk consultation

The case in Puerto Rico is even worst. .pr does not seem to have any clear
policy with respect to second or third level registrations other that the
fact that a second level registration cost $1000 (US dollars) vs. a third
level at $100. If you get to be friends with them you may get them for free.
