[Chapter-delegates] ISOC Canada Application

Thanks very much to Louis Houle and the officers of the Quebec Chapter as well as to the founding group of the Canada Chapter in formation for their discussion on this new Chapter and their future collaboration. 

We will now proceed with preparations for chartering the new Chapter.
