[Chapter-delegates] ITU, infrastructure... and the Internet?

Hi,

I found this article by the ITU about itself http://itu4u.wordpress.com/2013/02/13/the-importance-of-standards-in-developing-an-effective-internet/ a bit baffling.

While it makes a claim of vital utility and relevance for the Internet it shows full commitment to infrastructure, shows no trace of WSIS compliance, no recognition of open Internet standards and the relevance of that openness to the expansion of the Internet.

I intepret it and have made public comments in the sense that it shows a commitment to infrastructure that has not been questioned much, doing its part to make possible the big private and public investments in fiber and wireless substrates for the Internet. Mostly Layer 1 though some things like videoconferencing standards are quoted too (not in the IP layer, either.)

Any different views? (I've overloaded the ink above a bit.)
