[Chapter-delegates] Map of Chapters

Dear All,

I like the map of chapters and Argentina is correctly listed there. I am not
sure if further discussion of other questions is pertinent under this e mail
title. 

I noticed that there are political questions very interesting to discuss but
maybe we should create an appropriate frame to do that.
